That IS very funny. Especially if the person saying it is a lawyery-type, all suited up and serious.
On a barely related note, I just saw a South Park where all the girls ask each other, "does that sparkle with you?" That's all I want to say now.

Ok, maybe not that much, but a lot.
Plus, there are other applications:
Someone is upset so you say, "I don't think that sparkled with her."
And if you're addressing a crowd with an idea, "If it pleases and sparkles..."
OK, I am done sparkling now.
